Manage procurement for telecom carrier products and ICT services across Mainland China, Hong Kong, and Asia. Liaise with sales, branches, and suppliers; prepare RFPs, obtain quotations, negotiate contracts, place orders, monitor delivery quality, resolve scheduling/resource issues, and update on-net pricing via internal provisioning systems.

Manage UK/EU payroll, compensation, benefits, and vacation policies; ensure local labor law and tax compliance; analyze labor costs and recommend optimizations; operate overseas compensation programs; manage external HR vendors; collaborate cross-functionally and support other HR projects as needed.

Provide 24/7 NOC coverage: answer calls and notices, monitor network elements, follow up and escalate trouble tickets, coordinate maintenance/outage notifications, provision recovery/migrations, generate trouble reports and logs, and maintain asset and service records.
