Develop and review Transportation Management Plans (TMPs), coordinate with NCDOT units, divisions, private engineering firms and stakeholders, perform construction sequencing and road user cost analyses, support project delivery, provide field technical support and work zone safety reviews, and assist oversight of outsourced TMP design. Independently litigate complex cases, trials, and appeals in state and federal courts and administrative tribunals for the University of North Carolina system, covering civil rights, employment discrimination, constitutional claims, torts, libel/slander. Collaborate with management, colleagues, and clients. Some travel, including occasional overnight stays, is required.

Provide HR and administrative support at Edgecombe YDC: maintain personnel files and timesheets, administer timekeeping, workers' compensation and FMLA, process hiring and HR actions, handle claims and OSHA documentation, manage reception/mail duties, and serve as backup for business officer tasks including e-procurement, invoice processing, fleet management, e-quotes, NCFS updates, and P-Card reconciliation.
