Acquire, process, clean, and manage digital elevation models and hydrography datasets. Build reproducible geospatial pipelines, maintain large raster and vector data storage, perform QA/QC and numerical validation, and contribute to Rust-based processing tools and unit tests. Reviews satellite architecture, requirements, operations, software processes, and configuration management; supports integration, testing, calibration, validation, and transition to operations. Coordinates NOAA, NASA, flight, ground, and science stakeholders; assesses sensor performance and data products; advises on RF spectrum management; and provides technical documentation, project management, risk resolution, and stakeholder briefing support.

Supports NOAA’s Office of Coast Survey with management studies, workforce and cost-benefit analyses, budget and strategic planning, data analysis, process improvement, risk management, and performance tracking. Develops recommendations, administrative policies, SOPs, reports, decision packages, and executive briefings. Coordinates with stakeholders to refine requirements and support analytical tools and streamlined business processes.

Manage federal agreements throughout their lifecycle, including development, review, negotiation, execution, administration, tracking, and close-out. Prepare agreement packages, coordinate with legal and federal stakeholders, maintain tracking systems, support reporting and process improvements, and assist with limited purchasing and facilities coordination. The role requires federal agreements or acquisition experience, strong documentation and collaboration skills, proficiency with productivity tools, and eligibility for a NACI investigation.

Provides federal budget formulation, forecasting, cost analysis, compliance review, financial monitoring, procurement and grant administration, contract deliverable tracking, and center operational support. Responsibilities also include event logistics, travel compliance, property and records management, timekeeping assistance, CAC documentation, reporting, and office procedure development. Requires strong attention to detail, financial analysis skills, knowledge of budgeting regulations, and experience tracking organizational spending and budget variances.

Develop meteorological forecasting and verification tools for NOAA and partner organizations. Apply AI and machine learning to hazardous-weather prediction, ensemble data processing, anomaly detection, and numerical weather prediction. Build web applications and data pipelines using Python, PHP, GIS, and modern frameworks; transition tools into operational use; create training materials; and collaborate with meteorologists, researchers, and external partners.

The role develops data-quality recommendations, tracks observer certifications and priority trips, trains data-quality personnel, provides procedural guidance, and contributes to reporting. It may also require at-sea observer duties, vessel travel, field communication, and physical work aboard commercial fishing vessels.
