Supervises daily payroll operations for a large, high-volume maritime workforce. Oversees weekly and biweekly payroll processing, reviews payroll registers, resolves complex pay and timekeeping issues, ensures wage and hour compliance, and manages deductions, reconciliations, audits, and reporting. The role leads payroll staff, coordinates with cross-functional teams, maintains confidential records, supports payroll system improvements, and ensures accurate, timely payroll completion.

Manage assigned newbuilding vessel projects from contract award through delivery and warranty support. Own schedules, budgets, cost performance, risks, change impacts, material readiness, engineering releases, quality outcomes, and customer satisfaction. Coordinate production, engineering, planning, supply chain, and quality teams while reporting progress, variances, and recovery plans. Lead cross-functional personnel without direct supervisory authority, support staffing, and promote safety, accountability, continuous improvement, and operational excellence.

Process weekly and biweekly multi-state payroll for a large workforce, reconcile timekeeping, overtime, shift differentials, and piece-rate pay, and ensure compliance with union agreements, prevailing wage rules, Davis-Bacon requirements, and state tax laws. Apply benefit deductions and garnishments, maintain confidential payroll records, resolve pay discrepancies, and improve payroll workflows and reporting controls.

Coordinates interfaces among shipbuilding, engineering, procurement, production, supply-chain, and international partners. Oversees ITAR and export-control execution, develops construction-readiness processes for the Arctic Security Cutter program, and supports recovery plans, compliance, and organizational development in a complex industrial environment.

Manages financial and administrative controls for government contracts, including project budgets, cost variances, EAC/ETC forecasts, funding, cash flow, invoicing, change management, scheduling, and government compliance reporting. Partners with project management, finance, billing, and subcontractors to monitor costs, labor hours, milestones, and contract funding while recommending corrective actions. Prepares CFSR and IPMR reports and ensures compliance with FAR, DFARS, and Cost Accounting Standards.
