Lead multiple .NET software development projects for NIAID, managing technical teams, project plans, risks, budgets, and cloud migrations. Enforce configuration management, architectural standards, and HHS EPLC processes. Apply Agile where appropriate, report project status, coordinate with product owners, and balance technical debt and new feature development while facilitating cross-team collaboration and team capability growth.
