Serve as technical lead for pressure system safety and NDT programs: interpret ASME/API codes, train and certify NDT personnel, oversee inspections, approve procedures, liaise with NASA and external agencies, and manage NDT program personnel and standards.

Manage a portfolio of subcontracts across their lifecycle including solicitation, award, negotiation, modifications, performance oversight, and closeout. Serve as primary business interface with subcontractors, develop solicitations and negotiation strategy, partner with technical counterparts to manage cost, schedule, and quality, and ensure compliance with JPL/NASA requirements and FAR.

Support project cost control and planning by developing and maintaining WBS and RAM, monitoring funding placement, producing cost estimates and time‑phased budgets/EACs, performing performance analysis (including earned value), and preparing monthly/quarterly/yearly financial reports while collaborating with program teams and stakeholders.

Support project cost control and resource planning: evaluate WBS/RAM, prepare funding reports, analyze financial trends, produce budget and EAC reports using business systems (DE, Cobra, OBIEE), ensure work agreements, and contribute to cross-team project reporting and forecasting.

Consult with business partners to assess organizational needs and design, develop, and deliver modern learning experiences (eLearning, virtual/in-person training, simulations). Lead technical curriculum creation, facilitate workshops, drive change management, evaluate learning outcomes, and maintain continuous improvement for talent development programs.

Perform electrical design reviews and construction inspections, evaluate specifications and power system studies, approve plans, develop and maintain electrical safety compliance documentation, conduct hazard analyses and review contractor safety plans, advise JPL/Federal partners on electrical safety, and support audits and corrective actions.

Manage solicitation, award, negotiation, administration, performance monitoring, modification, and closeout of fixed-price, labor-hour, and cost-type subcontracts. Serve as primary interface with JPL technical teams and suppliers, ensuring cost, schedule, and quality compliance while providing customer service through the total supply chain process.
