Oversee EPC contractor procurement for the Lobito Refinery Project, ensuring compliance with contract requirements, approved vendor use, warranties, logistics, quality, reporting, and delivery schedules. Manages multidisciplinary engineering teams, execution plans, technical deliverables, client and vendor interfaces, design reviews, safety and quality compliance, construction support, commissioning, risk mitigation, and change management. Oversees projects from feasibility and FEED through detailed design, construction, startup, and operations handover, including domestic and international work.

Leads procurement, strategic sourcing, supplier management, contracting, and materials management for manufacturing operations and major capital projects. Develops procurement strategies, oversees equipment and services purchasing, negotiates complex contracts, manages supplier quality and risks, ensures supply continuity, optimizes costs and inventory, and leads procurement teams. Partners with Engineering, Operations, Quality, Finance, Legal, and Project Controls through project design, construction, startup, and operational readiness.

Leads the project controls organization for major capital projects, governing estimating, cost management, scheduling, risk, change control, forecasting, earned value, and reporting. Advises executive stakeholders on performance, risks, recovery actions, and corrective measures. Oversees contractor controls, integrates engineering through startup and regulatory milestones, leads quantitative cost and schedule risk analysis, and builds high-performing multidisciplinary teams in regulated industrial environments.

Supports government acquisition programs for space and ground systems, including acquisition strategy, program planning, cost estimation, contract documentation, technical evaluations, and contractor performance monitoring. Manages cost, schedule, budget execution, and estimates at completion while coordinating stakeholders, contractors, and end users. Provides COTR, systems engineering, business analysis, and subject matter expertise through major system acquisition milestones and engineering change proposals.

Design, develop, inspect, and support mechanical systems (piping, HVAC, rotating equipment). Prepare drawings and calculations, perform stress/thermal/fluid analyses, review vendor submittals, oversee installation/testing/commissioning, troubleshoot systems, and ensure compliance with safety and regulatory standards while collaborating with multidisciplinary teams.

Leads geometric and spatial calibration and validation for Landsat 1–9 satellite instruments. Develops and verifies calibration tools and algorithms, monitors geometric data quality, analyzes instrument performance, supports anomaly resolution, responds to user inquiries, and reports findings to program management. Publishes technical papers, presents results at conferences, participates in peer reviews, and provides expertise across Landsat data products and ground systems.

Supports Landsat geometric calibration and validation by monitoring and characterizing instrument geometry, developing calibration tools and algorithms, analyzing data quality, resolving anomalies, answering data-use questions, and reporting results. The role also involves publishing technical papers, presenting findings, participating in peer reviews, and supporting Landsat program meetings. Work requires engineering expertise in satellite systems, geodesy, photogrammetry, signal processing, and remote sensing.

Design, develop, test, and maintain electrical systems including power distribution, control systems, and instrumentation. Prepare drawings and specifications, perform load calculations and system studies, troubleshoot and conduct root cause analysis, ensure code and safety compliance, support commissioning and maintenance, and collaborate with cross-functional teams to support project delivery.
