Senior Project Manager responsible for leading large IT projects across Agile, Waterfall, and hybrid methodologies. Oversees project planning, budgets, schedules, risks, procurements, vendors, requirements, stakeholder communication, and transitions to operations. The role requires managing cloud and SaaS implementations, facilitating Scrum practices, coordinating technical and business teams, and following VDOT and VITA governance and procurement processes.

Supports enterprise data stewardship by coordinating division-level stewards, facilitating meetings, developing data dictionaries and business rules, and preparing datasets for quality measurement. Provides training and coaching on data management, data quality, and stewardship practices; collaborates with system owners and subject-matter experts to resolve data issues; and promotes consistent governance standards, documentation, and data literacy across the agency.

Designs secure, scalable, interoperable infrastructure solutions across cloud and on-premises environments. Translates business requirements into technical architectures, evaluates technology options, and guides implementation while aligning with enterprise standards. Collaborates with infrastructure, cloud, application, security, data, and architecture teams. The role requires hands-on experience with major cloud platforms, containerization, programming languages, DevOps tools, databases, IAM, data protection, and Agile practices.

Supports Oracle HCM SaaS administration, configuration, reporting, dashboards, security, workflows, journeys, HDL loads, and integrations. Develops enhancements across Core HR, Talent, Compensation, Recruiting, Help Desk, Safety, Learning, and related modules. Assists with Redwood migration, patch impact assessment, production issue resolution, user requirements, testing, and collaboration with IT, functional, and Oracle teams. The role requires onsite work in Richmond initially, followed by primarily remote work with occasional office visits.

Develop, configure, test, and maintain ServiceNow applications and ITSM solutions. Build secure REST and SOAP integrations, scripted APIs, workflows, and user experiences across portals, workspaces, catalogs, and mobile. Troubleshoot platform and integration issues, apply security and testing standards, manage releases, document reusable components, and collaborate with technical and business stakeholders. Evaluate AI and automation opportunities while supporting ServiceNow upgrades and enterprise integrations.
