Leads and develops a team of regional government relations directors, supporting strategy, planning, hiring, onboarding, coaching, and performance management. Designs project management systems, workflows, and reporting processes to coordinate distributed, multi-workstream initiatives and ensure accountability. Bridges regional staff with headquarters teams, translates field insights into actionable guidance, and supports advocacy and relationship-building efforts. The role is based in Washington, DC, follows a hybrid schedule, and requires approximately 10% travel.

Leads bipartisan federal government relations and flood policy advocacy on Capitol Hill and with federal agencies. Builds relationships with legislators, staff, committees, administration officials, and coalition partners; tracks legislative and agency developments; develops policy communications; and advances priorities involving disaster resilience, infrastructure, national security, and federal investment.

Conduct state policy research, evaluate legislation and agency proposals, develop flood resilience recommendations and policy templates, and support strategic planning. Engage senior state leaders through meetings and knowledge-sharing activities, synthesize complex policy and technical information, and communicate clear recommendations to internal and external audiences. Manage multiple projects and stakeholders while contributing to cross-functional strategy for advancing flood resilience policies across states.
