Perform business analysis using Agile methods: elicit, analyze, and document business functions and requirements; create BRDs and user stories; support backlog prioritization; facilitate technical and business analysis for application development; identify legacy system processes; participate in Scrum ceremonies.

Lead lifecycle of a statewide AT&T legacy services conversion (copper-to-VoIP/LTE) for ~13,000 lines. Manage vendor issues, ordering/provisioning resolution, telecom contract development/monitoring, billing audits and reconciliations, and ensure compliance for network/voice procurements and state government requirements. Support hybrid/onsite needs in Baton Rouge.

Provide technical and administrative support for the AT&T Legacy Services Conversion project, conduct network and billing audits, lead VoIP and HELD Protocol migrations for E911 modernization, deliver training to NCS staff, and manage financial/billing reconciliation to realize cost savings.
