Lead development, coordination, and administration of the city’s operating and capital budgets. Provide revenue and expenditure forecasting, complex financial analyses, multi-year planning, and budget recommendations. Oversee budget preparation with departments, monitor fund performance, prepare reports and presentations for executive leadership and City Council, and support fiscal decision-making, budget closeout, and implementation of adopted plans.

Support the CFO by managing finance department activities, supervising accounting functions, preparing the Annual Comprehensive Financial Report (ACFR), ensuring GASB compliance, overseeing grants and payroll, assisting with budget development and forecasting, and coordinating audits and contract administration.

Lead and supervise municipal land development and building divisions, manage plan review, inspections, NPDES/MS4 and stormwater/floodplain programs, coordinate with Public Works and agencies, oversee permits, consultants, budgets, and staff training, and ensure compliance with local, state and federal environmental and construction regulations.
