The BlueCard Business Analyst II provides production support, conducts data analysis, implements changes, develops training materials, and assists with project implementations.

Lead category strategy, strategic sourcing, and vendor governance for business services. Manage RFx events, negotiate service contracts, drive cost savings, oversee vendor performance, analyze spend, support budgeting, and partner cross-functionally to ensure compliant contracts and value realization.

Lead IT category strategy, strategic sourcing, and vendor governance for SaaS, cloud, infrastructure, telecom, and managed services. Drive contract negotiations, cost optimization, cloud consumption and license management, vendor performance oversight, and cross-functional collaboration with IT, legal, finance, and risk to deliver measurable savings and compliance.

Design, develop, integrate, test, document, deploy, and maintain applications. Participate in requirements analysis, solution design, data extraction/transformation, and release management. Build unit and integration tests, troubleshoot and provide Tier II/III support, follow architecture and quality standards, and mentor junior team members using agile or waterfall methods.

Prepare, clean, and validate data sources; perform descriptive and predictive analyses using statistical and time-series methods; document reproducible workflows; lead project definition and stakeholder meetings; present findings and train others on MicroStrategy and Excel.

Operate, maintain, and upgrade HMSA's network infrastructure; implement monitoring and security; perform packet captures and capacity analysis; support projects, vendors, and remote island locations; provide on-call and after-hours support; document configurations and follow change and compliance procedures.

Provide day-to-day support, maintenance, monitoring, and upgrades for network infrastructure. Perform packet captures, capacity analysis, security patching, change management, vendor coordination, documentation, and ITSM logging. Participate in on-call rotations, occasional overnight island travel, and long-term infrastructure planning while supporting remote locations across the Hawaiian Islands.

Provide operational support across facilities and service functions including AV setup, secure document disposal, inventory, meeting room and furniture setup, procurement, records management, event logistics, fleet and vendor coordination. Deliver timely customer service, maintain accurate records, troubleshoot and repair equipment, follow procedures, and support continuous improvement projects and process enhancements.

Serve and grow assigned employer accounts by proactively managing renewals, retention, and sales of HMSA products; collaborate with Strategic Account Managers and internal teams; perform business analysis and proposals; educate clients on industry trends; maintain account plans and records; resolve complex service issues.
