The .Net Developer will design, build, test, and maintain scalable web applications using .NET technologies, and coordinate development tasks across teams.

Lead day-to-day production operations for API gateway environments supporting 24x7 continuity. Manage incident response, ServiceNow ticketing, escalation, RCA, patching, backup/restore validation, DR support, operational reporting, and coordination with engineering, cybersecurity, and infrastructure teams.

Design, develop, validate, and maintain API gateway configurations and automation. Build reusable onboarding templates and developer-portal integrations. Implement API lifecycle standards, ensure Zero Trust and automation metrics, validate security/observability, support CI/CD deliveries, and document runbooks, tests, and knowledge-transfer materials.

Design, develop, and maintain API-gateway automation components integrated into government CI/CD pipelines. Build configuration-as-code, deployment artifacts, validation gates, migration automation, and governance/Zero Trust checks. Troubleshoot CI/CD gateway integration, support Git workflows, coordinate with platform and security teams, and produce pipeline documentation and deployment evidence.

Lead technical execution for enterprise API gateway modernization and migration. Configure gateways, implement API security patterns (OAuth2/OIDC/SAML/JWT/mTLS), support migration planning and production releases, produce runbooks and validation evidence, and provide technical direction coordinating across government architecture, cybersecurity, infrastructure, identity, and CI/CD teams.

Provide senior technical and strategic ICAM guidance for USCIS. Advise on federal ICAM/FICAM standards, design roadmaps for SSO, PIV, PKI, PAM, OAuth/OIDC, secrets management, and Zero Trust. Evaluate solutions, identify gaps, align stakeholders, produce technical documentation and executive briefings, and support proposals and DevSecOps integration.

Maintain and enhance risk models, data fields, code, and dashboards to identify at-risk agency partners. Calculate health scores, validate automated rankings, aggregate and analyze findings, prepare materials for risk meetings, track action items, and present results to management and non-technical stakeholders.

Support PIV-based authentication, SSO, OAuth/OIDC, and identity federation for enterprise apps. Register and onboard applications, implement RBAC/ABAC and least-privilege patterns, manage keys/tokens/certificates, troubleshoot identity/session issues, support mobile GFE authentication, build logging/alerts/dashboards, and produce procedural documentation and automated access audits.

Support organizational studies, design and document improved systems and procedures, conduct work simplification and measurement studies, prepare operations/procedure manuals, and support change management, governance, risk tracking, and continuous improvement for federal programs.

Support USCIS privileged access modernization by implementing and operating PAM (CyberArk) and secrets management across cloud, hybrid, and on-prem environments. Tasks include least-privilege enforcement, just-in-time provisioning, privileged session controls, account discovery and lifecycle governance, RBAC/ABAC, PIV SSO integration, vaulting and randomization of credentials, auditing, STIG hardening, and supporting FISMA/compliance reporting.
