Develops and leads hydrologic and hydraulic modeling, flood risk analyses, drainage master plans, pump station studies, FEMA flood studies, and climate resilience projects. Responsibilities include model calibration, GIS database management, infrastructure evaluation, CIP recommendations, technical reporting, field investigations, client coordination, and preparation of engineering plans and construction documents. Leads and performs civil engineering analysis and design for water and sewer infrastructure projects, including pipelines, pump stations, wells, tanks, and site improvements. Supports bidding and construction through bid evaluation, submittal reviews, RFI responses, and change proposal analysis. Leads geotechnical engineering projects involving water resources, landslides, commercial, industrial, transportation, and public works. Develops scopes and fee estimates, performs geotechnical analyses, plans field investigations, prepares technical reports, reviews project documents, manages client relationships, and directs and trains engineering staff. Requires a California Professional Engineer license, extensive geotechnical experience, and project and client management capabilities.

The role requires a bachelor's degree in civil engineering, knowledge of engineering principles, proficiency with AutoCAD and Civil3D, strong communication skills, and E.I.T. certification or the ability to obtain it within six months.
