Lead program quality management by developing and maintaining the Quality Management Plan, validating service performance, coordinating continuous improvement (CCI2), reporting QA/QC KPIs, reviewing service delivery and metrics, and driving measurable quality improvements to meet SLAs and customer expectations.

Design, deploy, and maintain enterprise Identity Provider (IdP) and ADFS services for DoD-scale authentication. Implement and troubleshoot SAML/OAuth/OIDC federation, MFA, PKI/CAC authentication, claims/policy mappings, SSO, and high-availability architectures. Integrate applications, manage federation trusts, produce documentation, and collaborate with cybersecurity, AD, cloud, and application teams to support Zero Trust and identity modernization.

Lead solution architecture for CMS HIGLAS/HOM, defining ERP and cloud roadmaps, designing OCI and hybrid architectures, guiding ERP modernization, integrating AI/ML and analytics, ensuring security/compliance, and supporting delivery, governance, and transformation across Oracle ERP and cloud environments.

Design, deploy, and sustain enterprise Identity Provider (IdP) services and ADFS infrastructure for DoD-scale authentication. Implement and troubleshoot SAML/OAuth/OIDC/WS-Fed, PKI and certificate-based/MFA authentication, manage federation trusts, support SSO and onboarding, and produce technical documentation while collaborating with cybersecurity, AD, cloud, and application teams to ensure highly available, secure authentication services.

Provide IT/IA support for Collateral, SCI, and SAP environments including system configuration control, server/network administration, security monitoring, patching, account management, authorization package preparation and review, vulnerability remediation, COMSEC and media accountability, VTC administration, and help desk support. Requires cleared SAP experience.

Lead design, implementation, maintenance, and security of enterprise LAN/WAN environments. Manage multi-vendor routing/switching, VPNs, F5 load balancers, and complex routing protocols. Enforce DoD STIG/IAVA compliance, maintain network uptime, plan migrations and hardware refreshes, develop DR plans, and monitor networks using industry tools.
