Coordinate and support technical proposal pursuits, including EOIs, RFIs, RFQs, and RFPs, for civil infrastructure and vertical construction projects. Develop compliant proposal content, executive summaries, project sheets, resumes, and presentation materials. Coordinate input from architects, engineers, consultants, subcontractors, and internal subject matter experts. Maintain company and pursuit databases, ensure quality and consistency, and report proposal team performance to upper management.

Manage compliance reviews, content development, risk tracking, leadership updates, presentations, debriefs, and continuous improvement. Mentor junior team members while ensuring polished, strategic, and client-focused submissions. The role supports pursuits where the company serves as prime contractor or joint venture partner.

Lead cost control for major infrastructure projects, including budgeting, forecasting, variance analysis, earned value, change control, risk management, reporting, and month-end finance support. Develop cost estimates, management plans, dashboards, and performance reports while coordinating with project, procurement, subcontractor, commercial, schedule, and finance teams. Assess project changes, communicate status to stakeholders, and support team development and process improvement.

Analyzes project financial performance, budgets, costs, cash flow, margins, forecasts, and commercial risks across construction projects. Produces cost reports, dashboards, financial models, and KPI analyses while supporting change orders, claims, contract compliance, bids, and risk assessments. Consolidates data from ERP, accounting, and project controls systems, presents insights to stakeholders, and supports process improvement and profitability initiatives.
