Build executive relationships, identify and qualify federal opportunities, shape pre-solicitation pursuits, lead capture and proposal efforts, and maintain pipeline forecasts. Partner with delivery and technical teams to create mission-focused solutions, develop teaming strategies, expand existing accounts, and drive contract wins across HHS operating divisions.

Leads growth strategy and business development across HHS and its Operating Divisions. Builds qualified pipeline, develops account and capture strategies, shapes opportunities, leads multidisciplinary pursuit teams, and converts opportunities into awarded federal business. Maintains executive customer and partner relationships, guides proposals and negotiations, forecasts bookings, develops growth professionals, and connects HHS mission needs with digital modernization, cloud, data, AI, and platform solutions.

Provides technical leadership for complex back-end software development, including architecture, system design, REST APIs, microservices, testing, deployment, and maintenance. Leads technical roadmaps, mentors engineers, conducts code reviews, addresses technical risks and debt, establishes engineering standards, and communicates solutions to clients and stakeholders. The role periodically travels for client and partner collaboration.

Designs and builds cloud infrastructure, CI/CD pipelines, deployment automation, and developer-platform tooling. Develops reusable infrastructure modules, integrates security and quality tools, and supports reliability, performance, and SLA requirements. Collaborates with application teams and government partners, mentors engineers, presents technical designs, contributes to DevOps strategy, and participates in candidate interviews. The role requires expert knowledge of Terraform, GitHub Actions, Argo CD, HAProxy/OpenResty, AWS, and EKS/Kubernetes.

Leads product vision, strategy, and delivery for programs or portfolios with high autonomy. Builds stakeholder consensus, communicates tradeoffs, mentors product professionals, drives process improvements, and partners with project and program managers.
