Processes and audits payroll, including manual entries, payroll files, paychecks, tax reporting, W-2s/W-3s, benefit deductions, and third-party liabilities. Reconciles payroll activity with the general ledger, supports pay-code setup and testing, prepares reports, answers employee payroll questions, and trains users on payroll reporting. The role requires strong payroll tax, accounting, Excel, and payroll-system expertise.

Supports County departments with recruitment, onboarding, employee relations, leave and benefits administration, performance management, compliance guidance, HRIS personnel changes, investigations, reporting, and employee inquiries. Advises managers and employees on employment laws, policies, FMLA, ADA, FLSA, pay procedures, and organizational initiatives. This hybrid role requires occasional travel between County facilities and Virginia residency.

Conducts complex desk and field audits of local taxes, examines financial records and tax returns, interprets tax laws, identifies noncompliance, prepares analytical reports, and presents findings. The role supports revenue forecasting, financial reporting, compliance enforcement, taxpayer outreach, process improvement, and employee training while collaborating with county departments, state agencies, attorneys, and businesses.
