Leads HABC’s Private Asset Management Program, overseeing RAD and affordable housing projects, developer and agency coordination, procurement of private management companies, HUD compliance, financial modeling, underwriting, reporting, staff supervision, and community engagement. Develops policies, monitors site performance and PHAS compliance, manages project deadlines and documentation, advises senior leadership, and serves as the primary contact for HUD, state agencies, developers, residents, and community partners.

Serves as the first point of contact for Housing Choice Voucher Program applicants, participants, landlords, and the public. Provides accurate program information, processes documents, logs and tracks inquiries, resolves or escalates issues, de-escalates complaints, maintains confidentiality, and reports customer service metrics. The role supports timely communication and compliance with HUD, HABC, and applicable housing regulations.

Performs accounting, budgeting, financial analysis, reconciliations, general ledger maintenance, grant administration, and financial reporting for HABC programs. Responsibilities include journal entries, accounts receivable and payable monitoring, bank reconciliations, fixed asset management, budget projections, internal control reviews, HUD funding reconciliations, tax filings, and annual financial data schedules. The role also supports financial systems, user training, process improvements, and coordination with program managers, government agencies, and HUD.

Administers Housing Choice Voucher Program operations, ensuring compliance with HUD regulations and HABC policies. Provides customer service, staff training, quality control, case reviews, reporting, complaint resolution, and landlord or tenant mediation. Reviews eligibility, payments, terminations, and documentation; prepares cases for hearings and may testify in court. Coordinates outreach and special programs, supervises staff activities, recommends process improvements, and serves as Acting Manager when needed.
