Manages quality assurance and control activities within the PMO for enterprise IT services supporting the Department of State. Develops and executes the Quality Management Plan, monitors contractual and federal quality requirements, drives continuous process improvement, and measures service quality, customer satisfaction, and operational effectiveness. Produces monthly SLA compliance reports, establishes SLOs and KPIs, and supports performance management across contract activities.

Coordinates projects, reports system status, resolves service requests, and escalates operational risks affecting IT services.

Manages IT service transition activities within a Program Management Office, including transitioning staff and operational control, maintaining transition tools and processes, coordinating government representatives, facilitating incoming and outgoing staff collaboration, and completing Transition-In and Transition-Out plans. Oversee daily operations, staffing, training, service efficiency, and coordination with Tier III support, engineers, and product managers. Design and maintain secure cloud-first solutions, Kubernetes-based APIs and microservices, automated CI/CD pipelines, security scanning, and compliance processes. Review and remediate security findings while communicating across technical and business teams. Occasional travel and on-call support may be required.

Designs and manages knowledge-transfer strategies, systems, documentation, training, mentorship, and collaboration initiatives. Identifies subject matter experts, captures and organizes organizational knowledge, maintains centralized knowledge bases, evaluates knowledge-management tools, and tracks effectiveness metrics. Requires managing transition activities across teams, supporting continuous learning, and facilitating knowledge sharing among experienced staff, new hires, and employees changing roles.

Develops and maintains moderately complex Microsoft Power BI systems and operational dashboards. Responsibilities include analyzing business and user needs, documenting requirements, creating conceptual business models, assessing organizational baselines, advising on application selection, supporting engagement strategy, and mentoring less experienced Business Systems Analysts.
