Leads global health systems transition and health financing strategies for Department of State-supported programs. Develops financing frameworks, metrics, policy papers, country profiles, monitoring reports, and recommendations that advance partner-government ownership and sustainability. Advises senior Department and Embassy leaders, engages governments, donors, multilateral institutions, private-sector and pharmaceutical stakeholders, and supports policies related to health systems integration, resource efficiency, and global health programming.

Provides technical oversight for co-investment audits, expenditure reporting, and health financing across countries receiving U.S. government assistance. Develops reporting standards, indicators, policy guidance, compliance reports, training materials, and process improvements. Compiles and analyzes partner government health budget and expenditure data, assesses audit findings against bilateral agreements, supports country teams, and coordinates stakeholders to promote transparency, accountability, sustainability, and country ownership.

Provides public financial management expertise for global health programs in partner countries, especially in Africa. Develops frameworks and procedures for budgeting, forecasting, financial analysis, compliance, risk management, internal controls, auditing, and expenditure monitoring. Advises senior leaders, government counterparts, donors, and technical working groups on health financing, G2G mechanisms, and PFM reforms. Produces assessments, work plans, progress reports, technical guidance, and training materials while supporting capacity building and fiduciary oversight.

Provides defense financial management and budget support for government programs, including PPBE submissions, budget development and execution tracking, financial analysis, budget exhibits, funding documents, monthly reporting, audit readiness, internal controls, and resolution of payment issues. Supports senior government leadership and coordinates with stakeholders across program and financial reviews.

Leads strategic initiatives and stakeholder engagement for a global health innovation fund. Develops partnership and external communication strategies, coordinates technical planning and investments, prepares briefings and reports, monitors progress, and recommends improvements. The role requires strategic planning, program management, cross-functional collaboration, strong communication, and experience managing innovation funds or similar mechanisms.

Leads NAVAIR market growth, opportunity pipelines, capture strategies, teaming, and proposal efforts from identification through submission and transition. Builds relationships with Navy customers, industry partners, and stakeholders; conducts market and competitor research; coordinates cross-functional teams; supports account planning and customer engagement; represents the company at local industry events; and oversees Pax River office coordination.

Provides Tier 1 help desk support for internal and external users, including ticket triage, troubleshooting, workstation imaging, application installation, hardware and software upgrades, printer and telecommunications support, account and authentication maintenance, device accountability, and escalation through ServiceNow. Supports DREN systems, manages service requests, coordinates with telecommunications personnel, tracks licenses and lifecycle replacements, and identifies warranty-related hardware needs.

Conducts manual and potentially automated software testing for PeopleSoft HCM deliverables supporting Army payroll systems. Develops testing strategies and reusable test functions, executes tests across systems and environments, tracks defects, verifies fixes, analyzes test metrics, and prepares reports. Collaborates with Agile teams, resolves complex issues, translates customer requirements, and mentors junior staff. Requires a current Secret clearance and hybrid work attendance.

Manages staffing and workforce operations for the IPPS-A AMP program, coordinating recruiting, onboarding, access requests, training, renewals, staffing data, and position documentation. Maintains confidential workforce information, tracks Army and organizational requirements, provides staffing updates to leadership, supports customer and project team coordination, and identifies process improvements. Serves as the primary onboarding contact and coaches team members across the program.

Develops and extends PeopleSoft applications using PeopleTools and SQL. Responsibilities include technical design, configuration, coding, testing, documentation, peer reviews, defect resolution, user demonstrations, estimation, and mentoring junior developers within an agile team supporting Army military payroll systems.
