Leads end-to-end health policy development, including problem definition, evidence analysis, cost-benefit assessment, option evaluation, and advice to Ministers and senior leaders. Provides strategic guidance on health system performance, services, treatments, investment priorities, and Vote Health budgeting. Reviews work, mentors colleagues, engages stakeholders, oversees policy projects, and supports value-for-money and funding sustainability decisions while advancing equity and Te Tiriti o Waitangi commitments.

Lead implementation of the Government Response to the Royal Commission of Inquiry into COVID-19. Provide expert advice to senior leaders, Ministers, and governance groups; oversee projects and workstreams; develop plans and governance arrangements; coordinate internal and cross-agency meetings; manage resources, risks, reporting, and deliverables; and brief executive leadership and the Minister.

Coordinates projects and programmes through planning, implementation, reporting, risk management, budgeting, and delivery support. Provides administrative assistance, procurement coordination, travel management, meeting and event organisation, stakeholder engagement, documentation, and action tracking. Supports recruitment, process improvement, collaboration, and day-to-day business operations while managing competing priorities and deadlines.

Contributes to policy and regulatory advice supporting the Ministry of Health’s workforce response to the Royal Commission’s historical abuse report. Responsibilities include policy analysis, project planning, coordination, monitoring, evaluation, stakeholder collaboration, process improvement, and developing practical, evidence-informed recommendations. The role requires attention to equity priorities and Te Tiriti o Waitangi obligations while managing competing priorities and delivering advice across the health system and government.

Leads complex health-sector workforce policy projects supporting the Government’s response to the Royal Commission’s Report into Historical Abuse. Develops policy analysis, legislation, guidelines, briefings, and recommendations for Ministers and government decision-makers. Builds relationships across government and the health sector, leads projects, applies the full policy cycle, and mentors colleagues while incorporating equity and Te Tiriti obligations.

Coordinate Agency projects and work programmes by supporting planning, reporting, risk management, budgeting, governance, stakeholder engagement, and delivery activities. Provide administrative, information management, travel coordination, budget monitoring, and secretariat support. Build relationships across government, health-sector, and external partners, while improving project systems and processes and contributing to successful cancer-control outcomes.

Lead financial strategy and accountability for New Zealand’s Ministry of Health. Advise senior leaders, oversee planning, budgeting, forecasting, reporting, finance, risk and assurance, and support organisational performance, property and facilities services. Build high-performing teams and strong partnerships across government and the health sector while strengthening governance, financial capability and strategic decision-making.
