Administers a federal grant program from recruitment through reporting, ensuring compliance, fiscal accountability, deliverables, and student outcomes. Manages budgets, invoices, data collection, evaluations, staff supervision, workshops, enrichment activities, and stakeholder relationships. Provides direct services to eligible participants, coordinates with schools and agencies, resolves student issues, and represents the program at professional events. Requires strong organization, project management, communication, and bilingual English-Spanish skills.

Build and expand relationships with statewide employers, industry associations, civic organizations, government entities, donors, and community stakeholders. Lead outreach, partnership development, stewardship, and external engagement activities to grow TSTC’s industry profile and strategic opportunity pipeline. Represent TSTC at events, align internal departments with external relations efforts, support campus expansion, analyze workforce and higher education trends, and identify strategic partnerships that benefit students, employers, and communities.

Partner with campus leaders to deliver HR support across employee relations, performance management, onboarding, compliance, and culture initiatives. Provide coaching, anticipate workforce needs, maintain HR records/metrics, ensure consistent policy application, and support workforce transitions to improve teammate engagement and organizational outcomes.

Process and verify student records for admissions and enrollment, ensure document authenticity and compliance with state/federal guidelines, resolve record discrepancies, collaborate with campus departments, maintain online academic records, and advise on residency reclassification requirements.

Lead statewide post-award grant compliance and monitoring across multiple campuses. Provide guidance to grant staff and principal investigators, manage reporting, amendments, closeouts, audit preparation, and risk mitigation. Develop policies, standardize workflows, maintain post-award data, and coordinate with finance, procurement, and funding agencies to ensure regulatory adherence and operational consistency.

Manage and implement regional career development initiatives, oversee Career Advisors, coordinate with employer relations and campus leadership, collect placement data, evaluate program effectiveness, and provide staff leadership and professional development to improve student employment outcomes.

Manage and administer the Upward Bound Math & Science grant: plan and implement program activities, ensure compliance and fiscal accountability, recruit and support participants, collect and analyze performance data, supervise staff, develop evaluation plans, coordinate community and school partnerships, and represent the program at professional events and student trips.

Manage all aspects of a federal grant program including planning, compliance, budgeting, reporting, participant recruitment and services, data collection/analysis, staff supervision, partner relations, and travel for program activities and professional development.
