Manages full-cycle recruitment, workforce planning, analytics, reporting, employee engagement, and Talent & Culture initiatives for the County. Advises hiring managers, ensures policy and employment-law compliance, coordinates recruitment operations, leads process improvements, and represents the department at career fairs and community events. Develops dashboards and workforce recommendations while supporting onboarding, succession planning, and organizational effectiveness.

Processes accounts payable, payroll, invoices, payments, reconciliations, procurement card transactions, and financial records. Reviews accounting documents, identifies discrepancies, prepares reports, supports audits and internal controls, and ensures compliance with county fiscal policies and New Mexico procurement regulations. Provides routine accounting and payroll customer service, maintains organized records, and communicates with departments regarding corrections, deadlines, and overdue invoices.

Coordinates full-cycle recruitment for county departments, including requisitions, job postings, candidate screening, interviews, selection, pre-employment checks, and onboarding. Advises hiring managers, maintains candidate communication and recruitment records, supports workforce reporting, and represents the county at career fairs and outreach events. Ensures compliance with employment laws and county policies, promotes the employer brand, recommends recruitment strategies, and contributes to process improvements and recruitment technology initiatives.

Manage the countywide Talent Acquisition and Compensation & Classification division. Responsibilities include supervising staff, overseeing recruitment and onboarding, managing classification and salary studies, supporting workforce and succession planning, analyzing workforce data, developing reports and dashboards, ensuring policy compliance, improving processes, and advising leadership on staffing, compensation, organizational effectiveness, and employee engagement.

Analyzes financial data, budgets, general ledger accounts, cash requirements, and complex financial reports using governmental fund accounting. Prepares and reviews journal entries, reconciliations, schedules, audits, financial statements, accounts receivable, and GASB-related calculations. Reviews coding, revenues, expenditures, and internal controls; researches special projects; supports accounting process improvements and ensures accurate, timely reporting and compliance with financial procedures.

Perform GIS administration, develop and maintain ArcGIS-based applications and spatial databases, create maps and spatial analyses, manage addressing and road naming, provide technical support and training to county staff, and maintain GIS records for community development projects.
