Performs legal research, drafts and edits pleadings, motions and trial documents, files orders, tracks discovery and payments, maintains attorney files and schedules, and interacts with police, witnesses, victims, and agencies to support prosecutors and public defenders in pretrial and trial preparation.

Provides advanced civil or criminal legal representation and supervision across various teams (Civil, Juvenile, Felony, Family, Public Defender/Counsel for Defense). Duties include litigation, legal advice, case evaluation, trial preparation and presentation, supervising and mentoring attorneys, drafting legal documents, negotiating, and advising county officials. May lead a section and handle complex legal matters across employment, environmental, land use, contract, tort, and juvenile or family law as assigned.

Provide complex HR support across employee relations, classification/compensation, investigations, EEO compliance, and labor relations. Serve as department POC, advise leaders, conduct classification and compensation analyses, assist with negotiations, and develop HR policies, training, and recommendations.

Develops, coordinates, and delivers training programs for County Public Works Roads division. Manages training database and records, schedules outside vendors, creates training materials and presentations, ensures compliance with regulatory and safety requirements, evaluates training effectiveness, and assists with equipment evaluation and operator certification tracking.

Provides courtroom representation in civil or criminal matters, prepares cases, conducts legal research, drafts pleadings and contracts, argues motions, examines witnesses, coordinates with investigators and staff, and handles juvenile, felony, or civil division duties including appeals and client advisement.

Developmental internship for active-duty service members eligible for DoD SkillBridge. Participants receive supervised on-the-job training across Spokane County departments (Parks, Golf & Recreation and Medical Examiner), performing patrols, groundskeeping, visitor education, forensic support, autopsy assistance, report writing, and other entry- to intermediate-level tasks while gaining professional skills and mentorship.

Designs, implements, and manages county procurement systems; develops and administers complex solicitations and contracts; manages major purchases, public works, and A/E services; coordinates with departments, legal, and grants; conducts vendor evaluations, bid processes, trainings, and ensures compliance with procurement laws and policies.

Performs advanced criminal prosecution for the County: evaluates investigations, decides charges, prepares charging documents, conducts trials for homicides and serious felonies, handles appeals, supervises and advises lower-level attorneys, and provides courtroom litigation and case-management expertise.

Create, maintain, and analyze GIS datasets and maps; design GIS applications; automate geoprocessing and data workflows; support GIS users, web maps, spatial databases, and produce cartographic products. Provide training, QA/QC, and operate GIS hardware under general supervision.
