Supports agency-wide emergency preparedness initiatives across planning, training, exercises, and evaluation. Manages special projects, coordinates Bureau units and stakeholders, tracks project progress, prepares summaries and presentations, recommends solutions, supports meetings and events, and provides updates to leadership. Responds to public health emergencies when called upon and may work non-business hours during emergencies.

Supports the PMO Director in establishing policies, metrics, templates, documentation, and project governance. Coordinates with solution, project, and product managers on solicitations, contracts, funding documentation, reporting, resource capacity, deliverables, and risk mitigation. Generates KPI and portfolio status reports, maintains project records, improves processes, and communicates technical information to diverse audiences. This is a temporary, grant-funded hybrid role requiring residence in the NY, NJ, or CT tri-state area and emergency non-business-hours availability.

Provides legal counsel on privacy, data security, cybersecurity, contracts, vendor agreements, incident response, compliance, and agency policies. Supports the Chief Privacy Officer, advises IT stakeholders, conducts privacy and security training, monitors applicable laws and standards, and participates in cross-divisional projects. Requires a JD, New York State Bar membership, at least two years of post-admission legal experience, and privacy or contract law experience.

Implement privacy-by-design and data risk management for DOHMH datasets: assess risks, apply mitigation (including differential privacy and synthetic data), operationalize confidentiality regulations, document methods, collaborate with stewards and engineers, and translate policy requirements into technical specifications and governance monitoring.

Manage full contract lifecycle for federally, state, city, and privately funded public health programs: negotiate scopes and budgets, monitor contractor performance and spending, ensure funder compliance (e.g., 2 CFR 200), provide technical assistance, conduct site visits, and complete closeout and final reporting.

Lead strategic initiatives for the Center for Population Health Data Science, driving data modernization, AI readiness, funding strategies, multi-year planning, cross-team coordination, change management, and project execution to translate priorities into measurable outcomes.

Design, build, and maintain C#/.NET Core integration engines and ASP.NET Core microservices to process and validate HL7 orders/results, manage SQL Server/NoSQL data, implement CI/CD with Azure DevOps, deploy on Azure, troubleshoot message routing/transport, and collaborate with clinical teams to meet regulatory requirements.

Ensure DOHMH compliance with NYC Open Data Law by coordinating publication of public health datasets to the City Open Data portal. Engage stakeholders, liaise with IT, legal, communications, and OTI, prepare and review data and metadata, ensure confidentiality and machine-readable formatting, automate updates with IT, maintain governance tracking and documentation, respond to public inquiries, and support data governance operations and data use agreement processes.

Manages procurement and grant-funded contracts for a public health agency, including contract review, budget and scope preparation, vendor analysis, compliance monitoring, reporting, tracking, and coordination with internal teams, vendors, contractors, and city contracting offices. Maintains contract files and workflows, supports grant applications, reconciles tracking logs, and provides stakeholder assistance. The role may require emergency response work outside normal business hours.

Provide customer-facing case navigation and administrative support for vital records services, reviewing applications, processing documents, managing records retrieval, supporting burial desk inquiries, tracking escalations, ensuring records confidentiality, and contributing to records modernization and process improvement efforts.
