Leads agency-wide communications for Charlotte Area Transit System, overseeing public information, media relations, internal communications, digital channels, service messaging, and crisis communications. Develops integrated strategies, governs messaging standards, coordinates communications during disruptions and emergencies, manages communication performance, and leads professional staff. Partners with operations, marketing, HR, legal, customer service, and executives to deliver accurate, accessible, timely messaging and strengthen public trust.

Leads CATS marketing strategy, integrated campaigns, brand governance, fare promotions, partnerships, analytics, staff development, budgets, vendors, and cross-functional outreach. The role oversees marketing execution, establishes performance standards, aligns messaging with transit operations and public-sector requirements, and builds scalable processes for organizational growth.

Provides legal advice, research, document preparation, and representation for the Mayor, City Council, City Manager, and City departments. Advises on moderately complex municipal legal, policy, operational, and compliance matters; researches applicable laws; prepares legal documents; represents the City; and supports senior attorneys while maintaining knowledge of relevant local, state, and federal laws.

Provides legal advice, research, document preparation, and representation for the City of Charlotte, primarily concerning litigation against the City. Advises city officials, departments, and attorneys on municipal legal, policy, and operational matters; researches constitutional, federal, state, and local law; prepares legal documents; represents the City in legal proceedings; and ensures compliance with applicable laws. Works under general supervision while handling moderately complex matters and supporting senior attorneys on more complex assignments.
