Provide GIS-focused data analysis, mapping, and visualization to support rezoning and long-range planning. Manage consultants and contractors, prepare technical reports and bid documents, monitor budgets and schedules, ensure regulatory compliance (FAA/TSA), perform inspections, approve change orders, and mentor junior staff. Coordinate stakeholder communication and facilitate project acceptance.

Supports Aviation Department compensation and classification programs through market pricing, salary and equity analyses, classification reviews, job evaluations, salary surveys, benchmarking, reporting, and workforce analytics. Advises managers, partners with central Compensation, HR, Finance, and Talent Acquisition, maintains compensation records and data systems, supports annual compensation planning and budget analysis, and participates in process improvements to ensure compliant, equitable pay practices.

Provide comprehensive legal counsel to City officials and the Finance/Risk Division; manage and litigate moderate to complex employment and municipal cases in federal and state courts; prepare pleadings, discovery, settlements, and trial materials; represent the City at hearings, mediations, and trials; advise on employment-related issues; collaborate with litigation team and outside counsel; ensure municipal legal compliance.

Lead the transit authority as chief strategic officer and public representative. Oversee operations, safety, capital program delivery, finance, workforce development, compliance, stakeholder engagement, innovation, and strategic planning to advance safe, reliable, accessible public transportation across the region.
