Lead policy, legislative affairs, and strategic projects for Denver Economic Development and Opportunity. Represent DEDO to City Council and external stakeholders, track and advise on local/state/federal policy, manage ordinance/resolution processes, lead high-profile projects, coordinate internal and external engagement, and support executive leadership with briefings, presentations, and communications.

Lead day-to-day administration of the Community Services Block Grant (CSBG): manage subrecipient contracts, ensure compliance and reporting, coordinate budgets and invoices, provide technical assistance, track performance and outcomes, support Community Needs Assessment and Advisory Board, maintain grant files and SOPs, and collaborate with internal and external stakeholders to meet federal and state requirements.

Manage department personnel actions and all HR functions for large-scale temporary election staffing (hiring 600–1,200 workers per election). Oversee recruitment, onboarding, timekeeping, payroll coordination, background checks, compliance with HR and election laws, supervise HR support staff, improve processes, and maintain HR data, reports, and metrics.

Serve as lead counsel defending the City & County of Denver in state and federal civil litigation, including civil rights and tort cases. Try cases multiple times per year, manage matters from filing through appeal, conduct legal research, oversee eDiscovery and large document productions, provide legal opinions to city departments, and mentor junior attorneys while collaborating with section leadership and clients.

Supervises human services eligibility staff, evaluates performance, ensures accurate and timely public assistance determinations, conducts quality reviews, and maintains compliance with federal, state, and county requirements. The role manages work plans, schedules, reporting, deadlines, coaching, performance improvement plans, and process changes while resolving complex operational issues and supporting a positive, accountable workplace.

Process payments and exceptions (including bank lockboxes), post received funds accurately, research and reconcile transactions in financial systems, perform data entry and reporting in Excel, handle cashiering/invoicing/records, meet monthly and lien deadlines, respond to time-sensitive leadership requests, and recommend process improvements.

Provides legal counsel and litigation representation for the City and County of Denver in employment and labor matters. Handles federal and state litigation, administrative proceedings, workplace advice, accommodations, wage and hour issues, policies, training, legal research, pleadings, settlements, and formal opinions. Advises on union organizing, collective bargaining, grievances, arbitrations, and unfair labor practices. Serves as lead counsel on complex cases and mentors junior attorneys.

Provides help desk and onsite technical support to court staff, manages user accounts, configures enterprise infrastructure and applications, maintains hardware, software, patches, and inventory, supports presentation and audio/video systems, monitors server and network performance, and participates in technology projects and a 24/7 on-call rotation.

Review complex private development, capital improvement, utility, and land use plans for right-of-way compliance with City, State, and Federal standards. Provide technical guidance, coordinate stakeholders, perform engineering calculations, field reviews, and inspections. Track projects using permitting and asset software, develop policy and standards, mentor staff, and deliver customer-focused plan review and permitting support to ensure safe, efficient transportation infrastructure.

Provide executive leadership and strategic direction for multiple engineering and operational divisions overseeing planning, design, construction, operations, maintenance, and capital delivery. Drive financial stewardship, performance management, modernization, stakeholder engagement, regulatory compliance, and talent development to ensure reliable, equitable citywide infrastructure and service delivery.
