Facilitates personal and professional development training for County employees through in-person and virtual formats. Delivers courses on leadership, conflict resolution, customer service, emotional intelligence, inclusion, and related topics. Builds relationships across the organization, supports leadership development initiatives, communicates employee learning needs, reviews courses, and assists with HR training projects. Uses platforms such as Zoom, Microsoft Teams, WebEx, and Microsoft Office tools.

Maintains the county’s time and leave system, including schedules, pay rules, employee records, holidays, and payroll-related processes. Leads and coordinates biweekly payroll activities, verifies deductions and direct deposits, processes pay adjustments and accrual payouts, and supports interim and final payment inquiries. Serves as a payroll systems subject matter expert, assists with Workday upgrades, provides employee and manager support, coordinates with IT and finance teams, and backs up the Payroll Manager.

Determines eligibility for public assistance programs, including Medicaid, food assistance, child care assistance, and Colorado Works. Interprets regulations, resolves complex cases and CBMS errors, conducts quality assurance reviews, trains and mentors staff, assists customers, prepares reports, and provides interim team coordination when supervisors are unavailable.

Leads Jefferson County’s Innovation function, supervising a multidisciplinary team and managing programs, projects, pilots, partnerships, budgets, vendors, and staff development. Oversees exploration and responsible use of artificial intelligence and emerging technologies, including research, evaluations, governance, and implementation recommendations. Builds cross-departmental and external partnerships, develops innovation priorities, advances complex organizational initiatives, and supports grants and other resources.

Leads large, complex information technology projects from planning through implementation. Manages scope, schedules, budgets, risks, dependencies, resources, vendors, stakeholders, communications, change management, and accessibility compliance. Coordinates cross-functional teams and reports project status to sponsors and senior leaders while ensuring alignment with PMO standards, governance requirements, and organizational objectives.
