Fixed-term (13-month) People & Culture Business Partner role supporting Transport & Infrastructure. Provide end-to-end HR partnering: coaching leaders on performance and employee relations, workforce planning, talent attraction and retention, change and organisational design, and delivering strategic P&C initiatives to improve capability, inclusion, engagement, and compliance.

Design, implement, and support secure, scalable Azure infrastructure using Infrastructure as Code and DevOps practices. Build landing zones, networks, identity integrations, and CI/CD pipelines; automate deployments and testing; provide L2/L3 production support, incident response, and root cause analysis while ensuring governance and security compliance.

Develop and deliver engagement plans, act as trusted contact for communities, councils and clients, coordinate property surveys and reinstatements, resolve issues, support delivery teams, contribute to after-hours rotation and occasional travel, and lead community initiatives to minimise disruption.

Provide commercial and contract administration leadership for the NG4D program, managing claims, variations, subcontract procurement and performance, dispute resolution, risk mitigation, and stakeholder engagement to protect Downer’s contractual entitlements and support project governance.

Lead and develop the SMP Design & Drafting team, plan and allocate resources, act as Lead/Principal Designer on complex modular mineral processing projects, review 2D/3D design deliverables, manage subcontractors, and drive continuous improvement in drafting standards and digital engineering practices.

Prepare specifications, reports, calculations, layouts and cost estimates for rolling stock electrical systems. Define requirements, develop reference designs, plan integration, ensure system assurance, support delivery phases, troubleshoot fleet issues, manage technical risk, and advise stakeholders to deliver safe, compliant designs.

Lead fleet reliability growth modeling and reporting, identify performance drivers and priority improvements, support sub-systems engineers on reliability-driven changes and maintenance optimisation, and perform Weibull and other analyses to evaluate component/system performance and recommend TLS requirement changes.

Support delivery of the Frankton interchange and Bus Hub projects by applying civil engineering principles. Manage contract performance, documentation, financial reporting, PMM, safety and quality systems. Liaise with clients and public, perform audits, review technical drawings, and assist the Project Manager with claims and forecasting.

Provide administrative and operational support for Asphalt & Products: ERP data entry (invoicing, procurement, inventory), accounts payable/receivable, job costing, billing, purchase orders, supplier payments, office coordination, onboarding/offboarding, and month-end financial support to ensure data integrity and compliance.

Provide commercial and contractual administration for multiple energy and utilities contracts. Support purchase orders, invoicing, subcontractor payments, enforce contractual deadlines, engage stakeholders, and use Microsoft Office and SharePoint to support project teams and deliver strong commercial outcomes.
