Senior policy leader responsible for developing and executing federal housing supply-side advocacy strategy across tax, housing finance, energy, disaster resilience, and community development. Leads staff, coordinates cross-functional policy efforts, lobbies legislative and executive stakeholders, builds advocacy coalitions, and serves as a housing policy subject matter expert. Partners on communications, media, research, and external affairs initiatives while managing consultants and administrative operations.

Oversees housing preservation, supply, climate resilience, and partner sustainability efforts while coordinating with national teams to expand impact, revenue, and community outcomes.

Lead enterprise-wide operating expense budgeting, forecasting, governance, and variance analysis. Strengthen financial controls, evaluate investments and productivity, and provide decision support. Partner cross-functionally to improve cost discipline and advise leadership on spending alignment.

The Senior Manager will review and refine LIHTC financial models, analyze investor capital accounts, minimum gain, entity structures, development costs, and tax structuring schedules. The role supports underwriting, investor relations, closings, post-closing documentation, tax credit adjustments, asset management, and structural changes. Responsibilities also include training analysts, coordinating with external counsel, ensuring investor-ready reporting, and providing expert guidance on transaction structuring and modifications.

The Preservation Intern supports affordable housing preservation projects through research, data analysis, writing, meeting coordination, technical assistance, and communication materials. The role researches affordable housing preservation and building decarbonization policies, supports public agencies and community organizations, develops presentations and workshops, and synthesizes data into high-quality deliverables. The intern collaborates with preservation staff, policymakers, advocates, developers, and community partners while managing multiple projects and deadlines.

Leads Enterprise Advisors’ Incubation and Trends practice focused on land use, zoning reform, housing supply, and emerging technology. Manages projects and 2–4 staff, develops strategy and business opportunities, oversees technical assistance engagements, and advises local governments and community partners. Directs geospatial data integration, spatial analysis, parcel prioritization, mapping, market studies, and quantitative and qualitative research using tools such as ArcGIS, R, and Python. Builds partner relationships, ensures quality deliverables, and supports organizational strategy.

Support affordable housing and land use consulting projects through GIS, spatial analysis, parcel prioritization, mapping, market studies, and quantitative and qualitative research. Analyze Census, PUMS, CoStar, and other datasets using ArcGIS, R, or Python; create publication-quality maps and graphics; provide technical assistance to local governments and community partners; collaborate with spatial analysts; review work products; and support project delivery, quality control, and client relationships.

Provide enterprise-wide FP&A analysis and capital strategy support, evaluating business models, investment cases, and capital allocation frameworks.
