Lead planning, execution, and delivery of construction and infrastructure projects at the Waco VA Medical Center. Oversee budgets, schedules, risk management, contracts, stakeholder coordination, procurement support, reporting, inspections, commissioning, and project closeout while ensuring VA and federal compliance. Serve as primary liaison among Government, design teams, contractors, and leadership.

Lead end-to-end proposal development for federal and commercial solicitations, managing schedules, compliance, color teams, and proposal production. Collaborate with BD, capture, pricing, contracts, and technical teams to craft winning strategies. Build and coach the proposal team, maintain reusable content and tools, implement best practices, track metrics, and personally produce high-quality proposals under tight deadlines.

Lead full-lifecycle federal capture efforts for VA, Air Force, and Navy opportunities ($10M+): identify and qualify opportunities, develop capture strategies and win themes, support proposal development, engage government stakeholders, perform competitive analysis, and coordinate cross-functional teams to secure federal IT contracts.
