Senior Business Analyst and Requirements Engineer responsible for capturing, documenting, and mapping business and software development requirements. Creates process diagrams and flowcharts, collaborates with developers and customers to scope projects, estimate effort, evaluate requirements, and deliver SharePoint and IIS applications using the .NET Framework. Requires extensive SDLC and Agile experience, plus mentoring of junior personnel and TS/SCI clearance with CI polygraph.

Leads development, testing, troubleshooting, and operational transition of advanced OPIR data-processing algorithms for infrared sensing and missile warning systems. Analyzes EO/IR sensor data, diagnoses anomalies and performance issues, develops technical documentation and transition plans, and collaborates with government, defense, intelligence, and research organizations.

Develop and transition advanced OPIR data-processing algorithms for infrared sensing and space-based missile warning systems. Troubleshoot processing pipelines, diagnose sensor and software anomalies, analyze OPIR data, and support technical documentation and transition planning. Collaborate with NGA, Department of Defense, Intelligence Community, research organizations, and external agencies on next-generation sensing technologies.

Supports the acquisition lifecycle for NGA mission programs through documentation, requirements management, procurement support, analysis, reporting, briefings, recommendations, stakeholder coordination, and compliance with NGA, DoD, and Intelligence Community requirements.

Supports the Planning, Programming, Budgeting, and Execution lifecycle through budget formulation, execution tracking, funding document preparation, financial analysis, reporting, briefings, and recommendations. Coordinates with stakeholders, program offices, and leadership while supporting NGA mission objectives and compliance with Department of Defense and Intelligence Community requirements.

Manages data teams and technical projects while performing quantitative analysis, visualization, ETL, database and data pipeline management, cloud architecture work, and processing complex geospatial datasets. The role requires strategic problem-solving, people management, and a TS/SCI clearance. Desired experience includes Agile/SAFe, NGA enterprise systems, MLOps, GEOINT certification, and applying AI/ML to geospatial data.

Manages office administration, calendars, meetings, correspondence, task tracking, reporting, travel coordination, records, SharePoint, logistics, supplies, and process improvement. Supports office leadership, coordinates events and action items, maintains information access and security groups, and prepares official materials. Requires strong organization, communication, independent judgment, Microsoft Office and SharePoint expertise, and a TS/SCI clearance.

Provides program management oversight and strategic support for NGA programs. Analyzes cost, schedule, risk, and contract performance; prepares reports, briefings, and recommendations; coordinates stakeholders and leadership; and supports compliance with NGA, Department of Defense, and Intelligence Community requirements.

Leads business analysis, process improvement, policy development, IT audit support, and strategic initiatives. Manages project schedules, test plans, resources, deliverables, and compliance activities including FISMA. Provides subject matter expertise in areas such as cybersecurity strategy, risk management, enterprise architecture, and business continuity. Coordinates Intelligence Community and DoD engagements, advises senior leaders, resolves issues, mentors teams, and drives organizational improvements.

Builds and maintains data structures, ETL scripts, dashboards, data visualizations, and automation routines. Performs data cleaning, validation, metadata governance, and basic AI/ML algorithm execution. Supports Agile sprint activities, pipeline documentation, database maintenance, and troubleshooting of ingestion and dashboard issues. Requires onsite work at Wright-Patterson AFB supporting NASIC.
