Leads and develops project teams, coordinates consultants, supports strategic planning, forecasts workloads, and maintains client relationships. The role requires civil engineering expertise, independent judgment, and strong leadership. Professional Engineer licensure is strongly preferred, with MicroStation, OpenRoads Designer, and ASTA knowledge considered advantageous.
