Performs account analysis, reconciliations, journal entries, fixed asset management, accounts receivable and revenue audits, monthly and annual reporting (including National Transit Database and fuel tax), and supports regional eFares financial processes. Prepares financial reports, assists with audits, and serves on project teams as assigned.

Manage procurements and contracts from solicitation through closeout for construction, services, goods and rail projects. Prepare solicitations, evaluate bids, negotiate terms, administer contracts, conduct compliance audits, perform cost/price analysis, maintain contract database, and coordinate with internal stakeholders and vendors.

Lead general ledger accounting and reporting for all funds; produce and approve journal entries; prepare monthly financial statements and CAFR support; ensure GAAP/GASB compliance; assist auditors and internal audits; revise and implement accounting systems; supervise Accounts Receivable and GL accounting staff; perform special projects and financial analyses.

Plan, deliver, and administer training programs for transit operations staff, including classroom and on-board operator training, defensive driving, evaluations, LMS content development, recordkeeping, and ensuring regulatory and safety compliance.

Perform advanced installation, preventive maintenance, repair and modification of transit communication and electronic systems (radios, fareboxes, destination signs, tracking systems). Diagnose component-level faults, assist technicians, maintain records, and follow safety and testing procedures. Must meet licensing and tool inventory requirements.

Oversees dispatch and control-center operations for bus and paratransit service, coordinating drivers, schedules, emergency response, and communications. Uses CAD/AVL and dispatch systems, logs incidents, creates detours and service updates, trains staff, and supports interdepartmental and public safety coordination to maintain safe, on-time transit service.

Lead and manage benefits, retirement, leave administration, and total rewards programs. Supervise Benefits staff, manage vendor relationships, direct open enrollment and retirement counseling, ensure regulatory compliance (FMLA, ADA, ACA, COBRA, HIPAA), develop policies and reports, manage budgets and vendor contracts, and provide benefits guidance to employees and leadership.
