Grant Development That Supports HART Priorities

HART’s Grants Development Analyst identifies funding opportunities and develops competitive grant applications aligned with the agency’s strategic, legislative and funding priorities. Under the general direction of the Director of Budgets & Grants, you will manage the pre-award process from opportunity research through application submission and track proposals through award notification.

You will work with program and project teams, Finance, executive leadership, Government Relations firms and external partners to turn project needs into clear proposals and compliant budgets. The role combines research, technical writing and deadline management, with an organized handoff to post-award staff when funding is awarded.

What You Will Do
  • Research funding programs, monitor grant databases and agency announcements, and follow emerging opportunities and philanthropic trends.
  • Evaluate eligibility, competitiveness, funding potential and strategic fit; prepare opportunity summaries and recommendations for leadership.
  • Coordinate project-selection and planning meetings to assess requirements, readiness, capacity and risk; maintain an opportunity calendar with deadlines and milestones.
  • Identify joint applications, letters of support, matching funds and strategic partnerships with program officers, governmental agencies and prospective project partners.
  • Coordinate, write, review and submit grant applications in collaboration with program and project teams; establish proposal timelines and manage internal deadlines.
  • Gather technical and program information and draft narratives, executive summaries, needs assessments, organizational capacity statements and supporting documents.
  • Coordinate internal reviews, revisions and approvals while maintaining consistent messaging, organizational information and branding.
  • Participate in pre-application meetings, webinars, conferences and technical-assistance sessions as appropriate.
  • Work with Finance on accurate, compliant grant budgets and budget narratives; coordinate with departments to identify capital needs during budget planning.
  • Align budgets with project objectives and sponsor requirements; review cost allowability, funding restrictions and applicable compliance requirements.
  • Interpret funding announcements and application instructions; verify forms, certifications, attachments and supporting documents using proposal checklists and quality controls.
  • Review applications against HART policies, sponsor requirements and applicable regulations; maintain current knowledge of relevant funding programs.
  • Coordinate submissions through Grants.gov, JustGrants, state grant systems and foundation portals.
  • Maintain electronic grant files, proposal documentation and opportunity and submission databases; track proposals through award notification.
  • Report on proposal activity, funding trends, submission outcomes and success rates; coordinate documentation and handoff meetings with post-award staff.
  • Serve as a funding-agency contact for application requirements and submission processes; coordinate internal communication and relationships with community partners, subcontractors and other stakeholders.
  • Coordinate with Government Relations firms and executive leadership on opportunities involving elected officials, legislative offices, appropriations or broader governmental strategy.
  • Perform other work-related duties as assigned.

What You BringRequired
  • A bachelor’s degree in Public Administration, Business Administration, Nonprofit Management, Finance, Communications, English, Public Health, Social Sciences or a related field.
  • At least three years of progressively responsible experience in grant research, proposal development, grant administration or a related field.
  • Knowledge of grant development and proposal-writing practices, federal, state and private funding sources, application processes, grant budgets and compliance requirements.
  • Strong research, analytical, critical-thinking, problem-solving and technical writing and editing skills, including the ability to interpret complex funding announcements.
  • Excellent written and verbal communication, interpersonal and stakeholder-engagement skills.
  • Strong organization and project coordination, with the ability to manage competing priorities and deadlines independently and collaboratively.
  • Attention to detail, accuracy, integrity and confidentiality.
  • Proficiency in Microsoft Word, Excel, PowerPoint and SharePoint; knowledge of grant management software and online research and submission systems.
  • Ability to operate standard office equipment and use administrative or financial systems, and to learn grant research, management and submission applications.

No licenses or certifications are required.

Preferred
  • A master’s degree.
  • Experience developing and submitting successful grant applications; federal grant program experience is highly desirable.
  • Certified Grant Writer (CGW), Grant Professional Certified (GPC) or a similar credential.
  • Experience using Grants.gov, JustGrants, SAM.gov, eCivis, Instrumentl, Foundation Directory Online or similar platforms.
  • Experience with nonprofit, healthcare, higher education or government-funded organizations.
  • Knowledge of Uniform Guidance (2 CFR Part 200).
Work Environment and Physical Demands
  • Work primarily in a standard office, with occasional assignments in a warehouse or other non-office setting.
  • Perform prolonged computer work.
  • Work occasional evening or extended hours to meet proposal deadlines.
  • Travel minimally, as needed, for conferences, technical-assistance sessions or funder meetings.
  • Stand, walk, bend, reach and stoop, and lift objects weighing up to 25 pounds, as required.
