POSITION PURPOSE:

 

This position is responsible for HART’s general ledger accounting oversight and reporting for all funds including transfers between funds.  This position routinely works with the chart of accounts; produces and approves journal entries; produces audit schedules and works on special projects as needed. Work involves trouble shooting and problem solving and could include mediating highly conflicting, unexpected and unusual problems involving multiple groups. Performs all work within generally accepted accounting principles (GAAP), following federal, state and local requirements and guidelines established by HART.

 

 

ESSENTIAL JOB FUNCTIONS:

 

  • Maintain and control the fiscal recordkeeping functions and systems involving complex, specialized and diversified accounting work
  • Perform routine accounting GL functions such as maintaining GL structure, opening of accounts, opening & closing financial periods and producing journal entries for monthly activity that is recorded accurately and on time.
  • Ensure the correct and accurate accounting classification of all revenues and expenditures.
  • Ensure all fiscal matters and accounting procedures are performed according to GAAP, GASB, Federal and State statutes and directives.
  • Prepare monthly financial statements for all operating funds and related analyses
  • Prepare reports for the government as required, which includes assisting in the preparation of HART's annual CAFR.
  • Interpret operating results as they affect the financial aspects of the Authority.
  • Review accounting policies and procedures to ensure conformance to applicable laws, rules and regulations and provide guidance on accounting treatment and appropriate processes as necessary
  • Review, evaluate and assist in the revision, design and implementation of accounting systems
  • Document methods and procedures related to accounting job functions
  • Assist external auditors with annual audit.
  • Assist with periodic internal audits.
  • Supervise Accounts Receivable function (Accountant & Accounting Assistant) and GL Accounting Assistant
  • Perform special accounting related assignments, projects and other work-related duties as assigned

 

MARGINAL FUNCTIONS:

 

  • Performs other work-related duties as assigned.

 

REQUIREMENTS:

 

Education and Experience:

  • Bachelor’s degree in accounting required.
  • Five years of accounting experience.

 

Machines, Tools, & Equipment Used:

 

  • Ability to operate small office equipment, including copy machines or multi-line telephone systems, as well as a computer for both data entry, word processing, and/or accounting purposes.
  • Computer, calculator, copier, printer, fax, telephone and Microsoft based programs, including Great Plains, Excel, Word and PowerPoint.

 

Licenses/Certifications:

  • Valid Florida Driver’s License or be able to obtain one within 10 days of hire or moving to the State of Florida.
  • CPA, preferred.

 

QUALIFICATIONS:

 

Knowledge, Skills and Abilities:

  • Generally accepted accounting principles (“GAAP”) and Government Accounting Standards Board (“GASB”) requirements.
  • Government and Fund Accounting
  • Financial management systems such as enterprise resource programs (ERP); Great Plains a plus
  • Rules, regulations, procedures and functions of the Authority.
  • Laws, guidelines and regulations related to governmental accounting.
  • Principles, practices and methods of accounting.
  • Data processing applications as related to accounting, Excel and word processing.
  • Master the processes and functionalities of the financial leger and reporting systems
  • Perform complex, detailed work involving written and numerical data.
  • Meet critical deadlines and make decisions under pressure.
  • Read and interpret complex laws and regulations impacting Authority financial activities.
  • Prepare and present reports, analyses, correspondence and other documents.
  • Ability to work in a dynamic environment that requires the incumbent to be sensitive to change and responsive to changing goals, priorities, and needs.
  • Ability to perform professional-level work dealing with data, people, and technology that relates to administrative, accounting, legal, or managerial skills.
  • Ability to provide updates to managers and senior level positions
  • Prepare financial reports for HART Board and other internal and external parties
  • Excellent verbal, written and interpersonal skills.

Physical Demands/Work Environment:

  • Work is performed in a standard office environment.
  • Ability to hear, see, speak, and perceive color, depth and texture.
  • Subject to standing, walking, bending, reaching, stooping, and lifting objects up to 25 pounds.
  • May be exposed to potentially intimidating and/or unreceptive members of the public; may occasionally be exposed to dangerous machinery, extreme weather conditions, extreme noise and physical harm.
