Coordinates delegations, demonstrations, proposals, and cross-functional partnerships while building the company’s Washington-based international affairs function.

Provide legal and regulatory counsel for PayPal-branded U.S. consumer credit products, including distribution, marketing, onboarding, servicing, disputes, and collections. Advise business teams on consumer credit, payments, lending, and consumer protection laws; assess legal risks; research regulatory developments; support examinations and audits; manage legal matters; and deliver practical guidance to cross-functional stakeholders.

Leads Rainmaker’s international government relations and development strategy, focusing on State Department engagement, federal funding, congressional outreach, foreign partnerships, coalition building, and geopolitical analysis. Coordinates with technical, legal, regulatory, finance, and communications teams on international programs, including export controls and sanctions compliance. Supports foreign-government engagement, diplomatic delegations, demonstrations, and project development. The role is based in Washington, DC and requires domestic and international travel.

Manages the Quality Coaching portfolio’s integrated plans, grants and contracts operations, budgets, dashboards, calendars, executive reporting, and cross-functional workflows. Coordinates planning cycles, milestones, dependencies, risks, approvals, payments, compliance, events, and leadership communications. Supports organizational health, inclusive practices, onboarding, and team effectiveness while improving systems through technology and AI-enabled tools. Requires strong project management, communication, judgment, and stakeholder coordination skills in a complex, matrixed environment.
