DCAS Police is responsible for security at DCAS owned, managed and/or leased properties throughout the five boroughs as well as maintaining law and order, ensuring the protection of life and property through the enforcement of the New York City Local Law and New York State Penal Law and all applicable agency rules and regulations.
- DCAS Police provides screening of all tenants, visitors, deliveries, parcels, packages and mail delivered to DCAS facilities through the use of x-ray scanning equipment and in the Civic Center area through the use of explosive canine detection.
- DCAS Police staff conduct investigations of accidents, building rule violations, criminal complaints, security breaches, and thefts of both city and personal property.
- DCAS Police also manages and administers the contract guard agreement to ensure necessary staffing levels and compliance with the contract provisions of DCAS managed properties. Develops and implements corrective and preventive measures.
- DCAS Police assists in operational and emergency planning in partnership with other DCAS Lines of Service and other emergency response agencies.
Additional responsibilities related to the position include:
- Review and track LOS spending, including coordinating with the agency’s Purchasing and Budget teams.
- Serve a as LOS budget liaison.
- Analyze budget needs and submit budget modifications as needed to ensure efficient use of available funding.
- Assist Human Resources Business Partner (HRBP) with LOS new hire processing, interview logistics, and finalizing paperwork for candidate selections.
- Assist with LOS Purchasing utilizing PASSPort application for actions and FMS for view.
- Review and analyze weekly report run of DCAS Police staff meal activity and identify discrepancies.
- Track and prepare LOS quarterly reimbursable costs.
- Track and update on a weekly basis contractual invoice payments.
- Special projects and other analytical duties as needed.

Qualifications

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or
A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.
An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.
A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.

Skills Required

  • Master’s degree in economics, finance, accounting, business or public administration, human resources, management science, operations research, statistics, or a related listed field; or Juris Doctor degree.

  • High school diploma or equivalent plus six years of satisfactory full-time professional experience in a related budget, analytical, administrative, personnel, or fiscal area.
  • Equivalent combination of education and experience meeting one of the stated qualification pathways.
  • High school diploma is required for all candidates.
