Role Purpose

The Workforce Capability Expert is responsible for designing, governing, and operationalizing the Skills Lifecycle Framework for the Global Client Management & Partner Delivery workforce.

This role ensures we have a structured, future-ready, skills-based approach that enables our business to:

  • Clearly define current and future workforce capabilities
  • Identify and quantify skills gaps
  • Establish governance over skills evolution
  • Facilitate scalable enablement programs in partnership with the HPE Operations enablement teams.

This role does not create training content but acts as the orchestrator, integrator, and governance owner of workforce capability development across GCM & PD.

Key ResponsibilitiesSkills Lifecycle & Governance Ownership
  • Design and maintain the GCM & PD Skills Lifecycle Framework (Define → Assess → Gap → Enable → Track → Evolve)
  • Establish governance for capability standards and skills taxonomies
  • Drive a skills-based workforce approach aligned to future business strategy
  • Partner with Domain Leads, Delivery Towers, and Workforce Planning to define “skills of the future”
  • Ensure skills definitions remain aligned with HPE corporate standards and systems (Workday, skills frameworks, etc.)
  • Build and maintain a structured review cadence for capability evolution
Skills Gap & Workforce Capability Analytics
  • Develop structured skills gap identification processes
  • Translate strategic transformation roadmaps into capability requirements
  • Partner with Workforce Planning & Capacity teams to integrate skills insights into hiring and mobility strategies
  • Facilitate the design, creation and maintenance of executive dashboards and insights on:
    • Current capability landscape
    • Critical risk areas
    • Emerging skill gaps
    • Enablement impact
Enablement Orchestration & Curriculum Facilitation
  • Facilitate the creation and maintenance of role-based enablement pathways
  • Coordinate with:
    • HPE corporate enablement organizations
    • Learning & Development teams (TLS)
    • SMEs and domain leads
  • Ensure learning programs are aligned to defined skills and capability models
  • Establish governance on curriculum ownership, updates, and lifecycle
  • Define structured learning journeys per role (foundation → advanced → expert)

Note: This role does not develop course content but ensures structured, scalable enablement governance.

Strategic Workforce Enablement Alignment
  • Align capability strategy with:
    • Transformation initiatives
    • Digitalization programs
    • Delivery-as-a-Service evolution
    • GreenLake and Complete Care Next priorities
  • Support organizational change by ensuring workforce readiness
Stakeholder & Change Leadership
  • Act as trusted advisor to GCM & PD leadership
  • Facilitate workshops to define future capability needs
  • Drive adoption of skills-based workforce thinking
  • Ensure cross-regional alignment across HUBs and geographies
  • Build strong partnerships across HPE Operations
Required Qualifications & Experience
  • 5+ years experience in Workforce Management, Capability Management, L&D Governance, or Organizational Development
  • Experience in global services or complex matrix organizations
  • Proven experience implementing skills-based workforce frameworks
  • Strong understanding of role design, competency modelling, and workforce capability analytics
  • Strong facilitation and stakeholder engagement skills
  • Ability to translate strategy into structured governance models
Preferred Experience
  • Experience within technology services, delivery, or client management organizations
  • Exposure to digital transformation programs
  • Experience working across global HUB models
  • Familiarity with workforce analytics and reporting tools (Power BI, Excel advanced, etc.)
  • Experience working with enterprise HR systems (e.g., Workday skills frameworks preferred)
