Consultant will coordinate stakeholder consultations, review prior deliverables, and draft and finalize the Regional Nursing Body Strategic Plan 2026-2035. Deliverables include a detailed implementation plan, resource mobilization and financing strategy, risk management framework, and comprehensive monitoring, evaluation and learning framework, plus summary and final reports of consultations.

Support design, negotiation, implementation, monitoring, and reporting of technical cooperation projects and voluntary contributions. Coordinate planning, resource mobilization, financial monitoring, quality assurance, and stakeholder partnerships. Develop project management tools, prepare briefings for senior management, and support WHO/WHO technical and funding coordination to strengthen health systems and primary health care across the Americas.

Provide authoritative legal advice on international, administrative, and organizational matters; draft and review agreements and legal opinions; represent the Organization in legal and procedural matters; support HR, procurement, and operations; supervise junior attorneys; develop legal procedures and guidance to protect PAHO's legal interests and support decision-making.

Lead design and execution of talent development, learning, performance management, engagement, and recognition programs. Drive leadership development, succession planning, skills-based initiatives, HR analytics, and organizational effectiveness. Manage staff, HR systems, learning platforms, and advise senior leadership on workforce capability and culture initiatives.

Lead regional cooperation to strengthen pharmaceutical regulatory systems using WHO benchmarking, harmonization initiatives, and capacity building. Provide technical guidance, policy advice, resource mobilization, partnership building, and program management to improve medicines quality, safety, and access across Member States.

Project-based internships supporting PAHO programs: literature reviews, web research, data collection and organization, drafting/editing policy briefs and tools, assisting event organization, and contributing to departmental projects under technical supervision.
