Administer and maintain the States IBM mainframe virtualization (z/VM and zLinux): install/configure systems, apply updates, manage resources, enforce RACF security, configure AT-TLS/SSL, support DR testing, troubleshoot outages, collaborate with vendors, and document/train staff.

Review and process securities and investment adviser registration applications, analyze filings and financial statements, investigate suspected fraud, communicate with applicants and regulators, process changes and transfers, and refer cases to enforcement as needed.

Coordinate and manage the Investor Education Program: develop live and virtual presentation content, outreach to community organizations, present statewide, compile program statistics, liaise with internal and external stakeholders, prepare confidential memoranda and reports, and handle administrative duties supporting the Deputy Director.

Manage and maintain IBM mainframe VTS tape and SAN infrastructure, DASD replication, and backup/DR environments. Configure storage, monitor performance and capacity, troubleshoot incidents, run DR testing, collaborate with vendors, and mentor junior staff to ensure high-availability and secure backup architecture.

Coordinate and deliver investor education statewide: develop presentation and communication materials, schedule and report program activity, liaise with agencies and legislative staff, conduct research, prepare confidential memoranda and maintain program records.

Provide confidential executive assistant and constituent liaison support to the Director and Legislative Affairs staff: prepare correspondence and reports, screen calls and mail, coordinate responses to legislators, maintain records and records retention, manage appointments and travel, and input constituent transactions into departmental databases.

Provide advanced administration and technical leadership for IBM z/OS (IBM z16) mainframe systems and DR environment. Manage mainframe network protocols (SNA, VTAM, NJE, TCP/IP), security (RACF/ACF2/Top Secret), certificates, SFTP, APIs, and PTFs. Troubleshoot complex system/network/application issues, coordinate upgrades with vendors, support incident/change management, ensure availability/security/compliance, collaborate with IT teams, and mentor junior administrators.
