Overview:
 

The Illinois Secretary of State Human Resources Department is composed of over 50 team members, based in both Chicago and Springfield, who together manage the day-to-day recruitment, hiring, onboarding, and management of employees for the Illinois Secretary of State. The ILSOS has over 4,200 employees who work in 25 departments across the entire State. The Human Resources Department, on average, hires and promotes 100 new employees a month, after recruiting and interviewing many applicants. Managing the beginning of this stream is the Talent Acquisition unit, (“TA”), which focuses on assisting ILSOS in all recruitment but especially endeavors to create methods and processes for attracting talented candidates in highly specialized roles, such as, Information Technology and Communications, and uses metrics and data to track progress on these special hiring initiatives.
The Talent Acquisition Specialist position, (“TAS”), reports to the Talent Acquisition Manager, located in Chicago, and aids in identifying hiring needs related to sourcing, screening, and onboarding candidates.  This role will collaborate closely with HR and hiring managers to attract high-quality talent in-line with the agency’s goals and culture.
Key Responsibilities:
  • Source candidates using job boards, social media, and networking platforms.
  • Screen resumes and assesses candidate qualifications.
  • Build and maintain a talent pipeline for current and future hiring needs.
  • Maintain candidate pipelines and provide updates to Personnel.
  • Collaborate with the TAM to refine recruiting practices.
  • Focus on specific roles or departments depending on organization needs.
  • Ensure a positive candidate experience and employer branding.
Minimum Qualifications:
Requires knowledge, skill and mental development equivalent to the completion of four years of college, with coursework in public or business administration AND three years of responsible professional experience in a public or private organization, specifically with experience in high level talent acquisition, with focus on IT positions.
Preferred Qualifications:
  • Bachelor’s degree in HR, Business Administration, or related field preferred.
  • Minimum three to five (3-5) years of experience in recruitment or talent acquisition.
  • Strong communication, organizational, interpersonal, and time-management skills.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple tasks and deadlines.
  • Proficiency in Microsoft Office (Outlook, Word, Excel, PowerPoint, SharePoint).
  • Familiarity with Applicant Tracking Systems (ATS) and recruiting tools.
  • Experience with high-volume and specialized hiring, in fields like information technology, business and law.
  • Knowledge of labor laws and compliance.
  • HR/TA certifications (e.g., SHRM-CP, PHR, AIRS).
