Lead HR functions including labor and employee relations, compensation and benefits, HRIS management, talent acquisition, training and organizational development. Provide strategic HR leadership, ensure compliance with federal/state regulations and collective bargaining agreements, drive employee engagement and performance management, and oversee HR analytics and reporting.

Process and review Requests for Tenancy Approval for completeness and accuracy; verify applicant, unit, and landlord information; review inspections; determine rent affordability and reasonableness using income calculations, utility allowances, payment standards, and the Novogradac database; calculate approved rents, negotiate with landlords, document work in Yardi and tracking systems, and ensure compliance with HUD guidelines and internal policies.

Senior executive responsible for operational oversight of housing programs, property management, maintenance, resident services, facilities and logistics. Leads cross-divisional strategy, budgeting, compliance with state and federal regulations, performance measurement, staff supervision, and collaboration with IT and stakeholders to deliver efficient, mission-driven services.

Manage new construction, rehabilitation and modernization projects for HOC housing. Oversee contracts, scopes of work, budgets, change orders, contractor performance, inspections, permitting, and regulatory compliance (OSHA, MDE, HUD LBP). Coordinate procurement, bids/RFPs, county inspections, and provide written and verbal reports to supervisors and executive staff. Perform periodic pre-purchase and MPDU inspections and manage multiple projects simultaneously.

Provide clerical support for the Rent Supplement Program and Resident Services: organize and scan applicant records, maintain Excel spreadsheets, prepare mailings and letters, perform third-party income verifications, review records for completeness, follow up with applicants, and assist with other office duties as needed.

Manage daily operations of one or more public housing sites, coordinating occupancy, leasing, maintenance, budgets, compliance, resident relations, and contractors. Support inspections, rent collection, move-ins/outs, marketing, and prepare reports and audit materials.

Manage accounts payable processes including check runs, ACH and check payments, invoice review and approval, batch review, resolving disbursement issues, training and supervising AP staff, and assisting with annual 1099 preparation.
