Provide intake, eligibility determination, certification/recertification, subsidy issuance, lease approval, inspections, contract preparation, data entry, reporting, and customer service for housing subsidy programs (MUI, CCH, YBI). Co-manage formulation, consolidation, presentation, and monitoring of the Agency budget and county CIP; maintain position control; produce budget documents and analyses; supervise three financial analysts; support the Budget Officer and lead special budget projects.

Leads cross-divisional strategy, budgeting, compliance with state and federal regulations, performance measurement, staff supervision, and collaboration with IT and stakeholders to deliver efficient, mission-driven services.

Manage daily operations of one or more public housing sites, coordinating occupancy, leasing, maintenance, budgets, compliance, resident relations, and contractors. Support inspections, rent collection, move-ins/outs, marketing, and prepare reports and audit materials.

Provide underwriting and credit-risk analysis for multifamily mortgage financings, monitor bond and construction draws, develop financial models and multi-year pro formas, perform due diligence on property and loan documentation, coordinate with Legal, Asset Management, Property Management and Mortgage Finance, and support loan administration and bond issuance activities.

Manage and direct the Accounting Department including general ledger, payroll, A/R, A/P, bond and governmental accounting; oversee audits, financial statements, cash management, Yardi-produced records, staff supervision, and compliance with federal/state accounting standards and funding requirements.

Manage new construction, rehabilitation and modernization projects for HOC housing. Oversee contracts, scopes of work, budgets, change orders, contractor performance, inspections, permitting, and regulatory compliance (OSHA, MDE, HUD LBP). Coordinate procurement, bids/RFPs, county inspections, and provide written and verbal reports to supervisors and executive staff. Perform periodic pre-purchase and MPDU inspections and manage multiple projects simultaneously.

Manage daily operations of one or more public housing sites including resident relations, leasing, rent collection, move-ins/outs, coordinating maintenance, preparing reports and budgets, ensuring HUD compliance, and supporting audits and contract oversight.

Serve as inter-agency compliance consultant overseeing a portfolio of 800+ units. Review Davis-Bacon payrolls, process reasonable accommodation requests, perform site visits and audits, manage compliance reporting and investigations, compile data and reports, recommend corrective actions and procedure improvements, and provide quarterly trainings.

Provide administrative support for Housing Choice Voucher and project-based programs: schedule correspondence and hearings, perform data entry and clerical tasks, process reports, track appointments and projects, maintain customer service, and use MS Office and program databases.

Supervise a team of Community Engagement Specialists and Aides, oversee daily operations and performance, implement community engagement strategies and partnerships, conduct site visits, perform administrative duties, and support program development and evaluation to serve residents in subsidized housing.

Provide strategic leadership for Community Engagement programs serving HOC residents. Oversee team supervision, program development, partnerships, budgets, data collection and performance metrics, and large-scale resident events. Manage Youth Enrichment, Adult Education & Workforce, and Fatherhood Initiative programs; represent HOC externally and support emergency response efforts.

Manage and monitor compliance reporting, investigations, corrective actions, and policy implementation for housing programs. Lead software upgrades and implementations, conduct data analysis, redesign processes, produce quality assurance and HUD reports, provide training, and recommend risk mitigation to improve agency operations.

Supervise a team of Senior Services Specialists and Nutrition Aides, manage staff performance and administrative tasks, conduct site visits, support program implementation for older adults, and develop partnerships and resources for health, social services, nutrition, transportation and related initiatives.
