Rent Market Analyst:
The Housing Opportunities Commission of Montgomery County (HOC) was established in 1974 to better respond to the County’s need for affordable housing. HOC is authorized to acquire, own, lease, and operate housing; to provide for the construction or renovation of housing; obtain financial assistance from any public or private source to assist its housing activities; and arrange for social services, resident services, and daycare.
Job Description:
The Housing Resources division is currently hiring for a Rent Market Analyst. This position will be located Downtown Silver Spring.
Examples of Duties:
- Review and process Requests for Tenancy Approval (RFTAs) for completeness and accuracy.
- Verify applicant/tenant, unit, and landlord information through internal systems.
- Review inspection results for accuracy and compliance with program requirements.
- Determine rent affordability using income calculations, utility allowances, and payment standards.
- Complete rent reasonableness determinations using the Novogradac electronic database.
- Calculate approved rent amounts in cases involving unaffordable or unreasonable rents.
- Conduct rent negotiations with landlords when proposed rents exceed program limitations.
- Communicate effectively with landlords and program participants regarding program requirements and determinations.
- Ensure all actions comply with program policies, HUD guidelines, and internal procedures.
- Maintain accurate and timely documentation in Yardi and external tracking systems.
- Perform other related duties as assigned, including additional responsibilities related to RFTA processing.

Minimum Qualifications:
Experience
- At least 1-2 years of administrative, customer service, or housing-related experience preferred.
Education:
- High School Diploma or GED required.
- An equivalent combination of education and experience may be accepted. Low income residents in Montgomery County with the above qualifications are encouraged to apply
Knowledge, Skills and Abilities
- Basic understanding of income calculations.
- Strong attention to detail with the ability to review data for accuracy.
- Ability to manage multiple tasks and meet deadlines in a fast-paced environment.
- Effective written and verbal communication skills, including the ability to handle difficult conversations professionally.
- Proficiency in Microsoft Office and ability to learn internal systems.
- Ability to interpret and apply policies, procedures, and regulatory requirements.
- Ability to work independently, exercise good judgment, and meet established deadlines.
- Knowledge of federal, state, and local laws and regulations pertaining to subsidized housing programs preferred.
- Strong organizational and time management skills.
- Ability to analyze and interpret program requirements and regulations.
- Customer service-oriented with strong problem-solving abilities.
- Ability to maintain confidentiality and professionalism in all interactions.
Work Schedule/Location
- Work Schedule is in office Monday-Friday, 8:30AM-5PM.
- Telework is provided for 2 days after successfully completing 6-month probationary period. If probation period is extended, telework will not be authorized until successfully passed.
* Salary Range: Grade 18- Min: $57,173- Mid: 74,886 $ Max: $92,599 | Salary determined by departmental budget- Offer commensurate with experience.
