The Hot Swap Is a Fantasy

Most AI adoption strategies assume that AI models are interchangeable. Many business leaders assume that, if one vendor disappears, raises prices, gets acquired or finds itself caught in a policy crossfire, you can simply swap in another and keep moving.

That assumption is wrong — and the Pentagon is proving it in front of everyone.

The problem isn’t finding a replacement model. It’s that your teams have built their workflows around specific model behaviors — the way a particular model structures outputs, handles ambiguity, responds to prompts — without ever learning the underlying principles that would let them adapt when those behaviors change.

When the model changes, the workflows specific to it break. And because nobody built them with transferable knowledge in mind, nobody knows how to fix them.

This is the AI equivalent of vendor lock-in, and it’s more dangerous than the software version because it’s invisible. You can audit your software licenses. You can't easily audit how deeply a model's quirks have been absorbed into your team's thinking and work.

You Cant Map What You Cant See

Here’s what makes this harder than most organizations realize: The AI tools you’ve officially deployed are just the surface.

Beneath them is an invisible layer of informal AI use. The individuals who have woven specific models into their daily workflows in ways that never showed up in a software procurement decision. The analyst who built her entire research process around a specific model’s summarization style. The engineer who relies on a particular tool’s code explanation behavior. The ops manager who has three months of institutional knowledge locked inside a prompt library tuned to one model’s response patterns.

None of this shows up in a software audit, and it’s not theoretical. According to Microsoft, roughly 78 percent of AI users bring their own tools to work, bypassing IT entirely. That means most organizations have AI dependencies outside any official procurement process. All of this can break when the model goes away.

Most organizations have no real inventory of how AI is embedded in their day-to-day work. And you can’t build resilience against a dependency you haven’t mapped.

 

Build for Resilience, Not Just Capability

The good news is that this is a solvable problem, but it requires reframing what AI readiness actually means. It’s not just about adoption speed. It’s about building workforces that can adapt when the tools inevitably change. With that in mind, here are three moves that matter.

1. Train on Principles, Not Products

Foundational AI literacy — how models work, how to evaluate outputs, how to write prompts that transfer across tools — is portable. Training that teaches people to use a specific model is not. The difference seems small until the model changes. For example, understanding how a model handles context windows, how temperature settings affect output variability, or how to evaluate whether a response is hallucinating — those skills transfer. 

2. Run a Tabletop Exercise for AI Disruption

A tabletop exercise (TTX) is a structured simulation where teams walk through a hypothetical scenario to identify gaps before they become real problems. It’s the same technique security teams use to rehearse incident response. Apply this technique to AI: Pick a tool your organization depends on, simulate losing access to it overnight and map where your workflows would break. Most teams discover dependencies they didn’t know existed. Making that discovery in a controlled exercise is infinitely better than making it under pressure.

3. Build Model-Agnostic Documentation

Document what your AI workflows are doing conceptually — the goal, the logic, the decision criteria — not which tool is doing it. This sounds like overhead until the tool changes and you realize that nobody wrote down what the process actually was. For example, a workflow documented as “run the customer complaint through Claude and use the output” tells you nothing when Claude is gone. A workflow documented as “summarize the complaint, identify the core issue, classify by severity and draft a response that matches our tone guidelines” gives you something you can rebuild with any tool — or without one.

The Pentagon Is the Warning Shot

The organizations scrambling right now weren’t negligent. They adopted capable tools, moved fast and built real workflows on top of them. That’s exactly what they were supposed to do.

Unfortunately, most of them failed to ask a tough question: What happens when this goes away?

The Pentagon didn’t plan to be this dependent on a single AI vendor. Neither did the contractors who are now spending months rebuilding the capability they assumed would always be there. Most organizations won’t plan for it either until the policy decision, the acquisition, the pricing change or the shutdown happens and suddenly the question is urgent.

Build resilience now. Map your dependencies. Run the tabletop exercise. Train your teams on principles, not tools. The organizations that do this work before they’re forced to will absorb the next disruption without losing a step.

The ones that don’t will learn the same lesson the hard way.
