Establishes target-state architecture, engineering standards, modernization roadmaps, reusable cloud and platform patterns, and governance processes across AWS, Azure, on-premises, hybrid, Kubernetes, OpenShift, storage, and virtualization environments. Guides security, resiliency, observability, FinOps, disaster recovery, migration, and operational readiness decisions while presenting solutions to government executives and mentoring technical teams.
