VP, Program Manager / Senior Business AnalystPosition Summary

The Program Manager / Senior Business Analyst will play a key leadership role in the execution of complex, strategic transformation initiatives. The position combines strong program and project management disciplines with senior-level business analysis, providing end-to-end ownership of assigned initiatives and workstreams from planning and requirements definition through implementation and transition.

The successful candidate will partner across Business, Operations, Product and Technology teams to establish clear objectives, translate business needs into executable plans, manage dependencies and risks, and drive delivery against agreed milestones and outcomes.

This role requires an individual who can operate effectively across both strategy and execution, bringing structure to complex problems, facilitating decisions across diverse stakeholder groups, and providing clear communication to senior management.

Key Responsibilities

Program & Workstream Management

  • Lead the planning and execution of assigned programs, projects and strategic workstreams.
  • Develop and maintain integrated project plans, milestones, deliverables, dependencies and critical paths.
  • Coordinate activities across Business, Operations, Product, Technology and other functional teams.
  • Establish and maintain appropriate program governance, status reporting and management routines.
  • Proactively identify and manage risks, issues, actions, decisions and dependencies, driving timely escalation and resolution.
  • Monitor delivery against scope, schedule and agreed objectives and recommend corrective actions where required.
  • Prepare concise program updates, decision materials and executive-level reporting.
  • Coordinate across related initiatives to identify cross-program impacts and dependencies.

These responsibilities align closely with State Street's internal Program Manager definition, which includes coordinating related projects, managing interdependencies, monitoring progress and performance, managing risks to defined benefits and providing program-level stakeholder reporting.

Senior Business Analysis

  • Partner with stakeholders to understand business objectives, challenges, processes and requirements.
  • Lead requirements elicitation, analysis, prioritization and documentation.
  • Translate business needs into clearly defined business, functional and operational requirements.
  • Analyze current-state processes and operating models and help define future-state solutions.
  • Identify process gaps, inefficiencies, dependencies and opportunities for improvement.
  • Develop business process flows, requirements documents, decision materials and other analysis needed to support solution design and implementation.
  • Facilitate working sessions across business and technical teams to resolve requirements, design questions and delivery issues.
  • Support validation that delivered solutions meet agreed business requirements and intended outcomes.
  • Establish or support KPIs and success measures for assigned initiatives.

This reflects the internal State Street Business Analyst responsibilities covering requirements gathering and prioritization, identification of inefficiencies and bottlenecks, solution documentation, validation and KPI definition.

Stakeholder & Governance Management

  • Build strong working relationships across senior Business, Operations, Product and Technology stakeholders.
  • Facilitate governance forums, working sessions and decision-making discussions.
  • Ensure stakeholders have clear visibility into progress, risks, decisions and required actions.
  • Drive accountability for deliverables and commitments across teams.
  • Translate complex business or technology topics into clear, management-level communication.
  • Escalate material risks, unresolved decisions and delivery constraints to appropriate leadership forums.

This senior stakeholder emphasis is important for the VP level. Internal PMO materials specifically describe PM leadership around program governance, reporting, escalation, risks/issues/dependencies and coordination across functional teams.

These offerings are depicted as strengthening the overall benefits proposition even when pay satisfaction is tepid.
