Position Summary

The Strategic Information (SI) Specialist provides technical and operational support for implementation of strategic information activities under the EpiC Kazakhstan project. The position supports routine data collection, reporting, monitoring, analysis, and data quality activities, working under the guidance and supervision of the Senior Strategic Information Specialist.

Level of Effort

50% Full-Time Equivalent (0.5 FTE)

Key Responsibilities

Data Management and Reporting

  • Support collection, verification, cleaning, and consolidation of programmatic data from implementing partners.
  • Maintain project databases and trackers.
  • Prepare routine internal and donor reports.
  • Assist in data validation and reconciliation with source documentation.

Monitoring and Data Quality

  • Support implementation of routine data quality assurance (DQA) activities.
  • Review data completeness, consistency, and timeliness.
  • Assist in preparing feedback for implementing partners.
  • Participate in monitoring visits and data verification exercises.

Data Analysis

  • Produce routine data summaries, dashboards, and visualizations.
  • Support analysis of program performance against targets.
  • Assist with interpretation of monitoring results for program decision-making.

Technical Support

  • Provide day-to-day SI support to implementing partners as assigned.
  • Assist with indicator interpretation and reporting guidance.
  • Support implementation of MER and project-specific indicators.

Documentation

  • Maintain organized electronic filing of SI documentation.
  • Prepare meeting minutes, data summaries, and technical documentation as required.
  • Support preparation of donor deliverables related to SI.

Other Duties

  • Perform other SI-related tasks assigned by the Senior Strategic Information Specialist or Country Director.

Qualifications

  • University degree in public health, epidemiology, statistics, information systems, social sciences, or a related field.
  • Experience in monitoring and evaluation, strategic information, or data management.
  • Experience working with Microsoft Excel and data management tools.
  • Strong analytical and organizational skills.
  • Excellent attention to detail.
  • Good written and spoken Russian; English is an asset.
  • Experience with HIV programs and PEPFAR reporting is an advantage.

Expected Working Relationship

The SI Specialist works under the technical supervision of the Senior Strategic Information Specialist. The Senior SI Specialist maintains overall responsibility for strategic information activities, planning, quality assurance, and allocation of work. The SI Specialist supports implementation of assigned tasks and contributes to timely delivery of project outputs.

The expected hiring salary range for this role is KZT 7,800,000 - 10,000,000 for annual  basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay,  and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
